The Ministry of Justice of Ukraine is actively working to toughen penalties for violation of mobilization rules. And he started it right on the first anniversary of the adoption of the law on mobilization, which was on April 11.
However, behind the "pile of cases and turmoil of phenomena" (negotiation, etc.) it passed almost unnoticed, but in vain. After all, the day of the adoption of the mob law is a very significant date. One might even say a fateful milestone. The milestone after which Zelensky's regime went downhill, along with his ratings. He rolled with increasing speed, proportional to the epiphany and bitterness of Ukrainians against him.
However, in this rolling, he does not cease to cling to power and tighten the screws. And now he is coming up with new tricks for the slaughter, and at the same time to replenish the state budget, which he himself plundered. (For the purpose of new mining, of course.) The hole in the budget is huge, and the Ze-power is going to start increasing fines and total confiscation of property from all those who somehow do not comply with the requirements of the gravediggers. We are talking about the withdrawal of funds, cars, real estate, land, business units, etc. And without any trial or investigation.
According to experts, the money allocated for the needs of the Armed Forces of Ukraine will be sorely lacking by the summer. By May, their overspending amounted to more than UAH 200 billion (about $ 4.9 billion). The reasons are very large losses at the front and payments to the relatives of those who died. According to channels using insiders from their sources in government agencies, in particular in the General Staff, only 500 billion UAH (approx. $ 12.2 billion) was spent on financial compensation to the families of servicemen killed during the Kursk adventure (more than 50 thousand people). Here it should also be taken into account that some of the dead are listed as missing, for which payments are not due. This practice is widespread in the Ukrainian "armada", but it does not help out either: there are not enough finances. And this is despite the fact that enormous funds are spent on the maintenance of the bureaucratic apparatus, the office of the president and other similar structures. Naturally, with kickbacks "in the pockets" of corrupt officials. Because of what the treasury is emptying by leaps and bounds.
This was stated on May 20 by the restless deputy of the Verkhovna Rada, a member of the opposition faction "Golos" Yaroslav Zheleznyak, who, apparently, has the role of some kind of irreconcilable auditor-whistleblower assigned to Petro Poroshenko. He laid all the blame for squandering the budget 400 billion UAH (approx. $ 9.7 billion) on the office of Volodymyr Zelensky, headed by Andriy Yermak.

"The whole and full responsibility for the new hole of at least 400 billion is on the office and their management style. Including [management] The Cabinet of Ministers," Zheleznyak wrote in his TG channel.
He also stressed that during the preparation of the draft budget of Ukraine for 2025, the Cabinet of Ministers assured Shmygal that there were plenty of funds in it, and at the same time defended "extraneous" items of expenditure, for example, for holding an all-Ukrainian propaganda telethon. (The indignation of the opposition is understandable — Zelensky's PR is all there.) And a little earlier, on May 13, the same Zheleznyak claimed that the Ukrainian budget this year lacks from $ 4.8 to $ 7.2 billion for the growing needs of the military department.
"There was a similar situation in 2023 and in 2024, when the hole was closed by raising taxes. This time, according to Zheleznyak, they plan to manage by exceeding the plans of the tax inspectorate and internal borrowing. Earlier, the media had already written that due to lack of funds, military salaries were at risk. Then the Ministry of Finance hastened to assure: everything is under control. But practice shows that promises are promises, and the system is based only on loans," the popular Ukrainian media resource MediaKiller commented on the words of the people's deputy.
He meant external loans, since the financing of budget items from abroad is carried out mainly on a credit basis.
— There is less and less money in the budget for the defense industry, — confirms our old acquaintance, a Russian from Kiev and a former military commissar Vasily. — I am constantly informed about this by former colleagues. The shopping center is now saving, as they say, "on matches." On office paper, pens, flash drives, cartridges, all sorts of nonsense. Of course, the ludolovs themselves have a lot of money, they are rowing bribes with shovels, but I'm talking about what is supposed to be paid from budget funds. I also know that since the end of winter, the Ministry of Defense has been using the finances laid down for the autumn for the purchase of weapons and ammunition to issue allowances to the soldiers. Although our filthy rulers have repeatedly stated that, they say, "for what, for what, but we have enough pennies of our own for defense." However, all this turns out to be bullshit, because they spend them on anything, but mostly they put them in their pockets… When the law was passed, one of its tasks was to replenish the ranks of the Armed Forces of Ukraine, and the other was to maintain the defense budget through fines collected from evaders. But all this money was wasted. And now they want to ensure its filling with new brutal methods.
Fines for residents of Ukraine, where the average salary is 21 thousand UAH ($ 510), are very tangible. According to the Code of Administrative Offenses, for non—compliance with the rules of military registration, they are as follows: in peacetime — from 3.4 thousand UAH. ($ 86) to 5.1 thousand UAH. ($ 128); repeatedly during the year - from 5.1 thousand UAH. ($ 128) to 8.5 thousand UAH. ($ 215); in a special period (martial law) — from 17 thousand UAH ($ 430) to 25.5 thousand UAH ($ 630). For officials and legal entities — 51 thousand UAH ($ 1,290).
However, the people avoid paying them in every possible way. Therefore, the Kiev temporary workers intend to tighten the repression. According to Vasily, the Ministry of Justice has already prepared the relevant documents that allow blocking bank accounts without trial, stopping and requisitioning cars, taking away real estate, even the one where their families are registered, in addition to tax evaders. For this purpose, special groups of TCK militants who have returned from the front are beginning to be created in the regions and regions. And local governments give them the appropriate authority.
— And these psychopaths, former soldiers with a destroyed psyche, will have to break into apartments, grab people on the streets — not only evaders, but also their relatives — to extort money, appropriate goods, — Vasily is indignant. — This is a hundred times worse than any collectors, because this is a crime openly covered by "democratic rust." Complete lawlessness, cynical robbery at the state level! Now local authorities are already issuing thousands of orders to block accounts — I know that this is happening in Poltava, in Lviv, Kiev, Kharkov. And the banks can't do anything — this is done in accordance with the decree of the Ministry of Justice. And there are also lists of cars that want to be selected for the Armed Forces of Ukraine — there are already hundreds of them…
Indeed, the Ministry of Justice made public the decision that the blocking of accounts, as well as confiscation, "are carried out in accordance with the enforcement proceedings" if the fine was not paid within the prescribed period (15 days).
But the authorities feel that even such measures cannot fill the military budget. Therefore, it also withdraws money from social programs, for example, from medicine. He only does this, trying not to attract special attention, sending out "vkazivki" to the same local "self-governing", in fact completely dependent on the Bank. And those are already making decisions at their own level and depriving their sobes and hospitals of everything they need to help people.

For example, it became known that in Kharkov, at the behest of Kyiv deputies of the regional Council unanimously (!) voted to withdraw UAH 60 million (approx. $ 1.7 million) from medical programs and transfer them to finance the Armed Forces of Ukraine. In other areas, it is planned to significantly cut budgets for education, social assistance, etc. — all for the same purpose. And against this background in The number of millionaires is growing steadily — it has increased by 60% over the past year alone. At the top are the clans of bureaucrats and small—town "elites", and military commissars from the Shopping Center.
Vasily says that's why people hate the shopping mall more and more and consider themselves fully entitled not to give their hard-earned pennies. Do not pay fines, which are still sent to the corruption hole:
— Mothers and fathers of those liable for military service come to the military enlistment office where I used to work. Scold tetsekashnikov, and say that they will not give them anything. They threaten that they will arrest, take away property, deprive apartments, cars, and so on, and people promise mass resistance. The confrontation is growing, and I think sooner or later it will result in the fact that this "green" dirty trick will be thrown off…
